When Will the Promised Monuments to Outstanding Circassians Finally Be Erected in Nalchik?

These stones have been standing for 10 to 20 years already. We have lost count of how many times we have tried to raise the question of replacing them with the promised monuments.
Why is such negligence shown towards these matters?
Why are the administration and the ministries in no hurry to finish what was started?
Perhaps everyone is waiting for the inscriptions on the stones to fade even more with time until the letters become illegible, and for people to forget why and for whom they were erected?
